GDPR Representative Services (EU & UK)
Our GDPR representative services give businesses outside the EU and UK the Article 27 representative the law requires. If you sell to people in the EU or UK, or monitor their behaviour, without an establishment there, we act as your representative and contact point for regulators and individuals.
What Is a GDPR EU Representative?
An Article 27 representative is a person or company based in the EU that acts for you on GDPR matters. Once GDPR applies to a business with no EU establishment, appointing one is a legal obligation, not a choice.
EU Representative
EU supervisory authorities and individuals can contact your representative instead of you, or as well as you. Required for any non-EU business that offers goods or services to EU residents, or monitors their behaviour.
UK Representative
Since Brexit, UK GDPR Article 27 requires businesses outside the UK that sell to or monitor people in the UK to appoint a UK representative, a legal requirement working in the other direction.
When Does GDPR Article 27 Apply?
GDPR reaches non-EU companies through Article 3(2). If you have no EU establishment but offer goods or services to EU residents, or monitor their behaviour there, GDPR applies and you need an EU representative.
Two Exceptions to Appointment
Article 27 does not require an EU representative in two narrow situations. Both are rarely met by commercial organisations with EU customers.
- Public Authorities and Bodies: EU and member state public bodies are exempt.
- Occasional Processing: Only where processing is occasional, doesn't involve large-scale special category or criminal offence data, and is unlikely to put people's rights at risk. If you have regular EU customers, this exception is unlikely to fit.
Failing to appoint a representative when one is required can lead to fines of up to €10 million or 2% of worldwide annual turnover, whichever is higher.
What Your EU Representative Does
Contact Point for Regulators
We receive correspondence from EU supervisory authorities, pass it to you promptly, and cooperate with the authority on your behalf when required.
Contact Point for Individuals
We receive data rights requests from people in the EU and forward them to you to answer. If you need help preparing responses, our DSAR team can support you as a separately quoted service.
Records of Processing
We hold a copy of your Article 30 record of processing activities and make it available to regulators on request, as required under GDPR.
Privacy Notice Details
We give you the representative details to add to your privacy notice, as Article 13 requires, including our address, phone number, and email in your chosen country.
Who Needs It and How Quickly It Starts
Appointing a representative is an administrative step, not a legal project. We quote your fee upfront, and setup begins as soon as the written mandate is signed.
Who Needs an EU Representative?
Non-EU businesses with EU customers: Companies that sell to, or monitor the behaviour of, people in the EU.
E-commerce and SaaS companies: Online platforms serving EU customers without an EU office.
UK businesses after Brexit: UK companies with no EU establishment that sell into the EU.
Non-UK businesses with UK customers: Companies that need a UK representative under UK GDPR.
Four Simple Steps
- 1Tell us where your customers are and what data you process.
- 2We confirm whether you need EU, UK, or both, and sign a written mandate with you.
- 3You add our representative details to your privacy notice.
- 4We are live as your representative from the day the mandate is signed.

GDPR Representative FAQs
Who needs a GDPR representative?
Businesses with no establishment in the EU or UK that offer goods or services to people there, or monitor their behaviour, need an Article 27 representative, unless a narrow exception applies.
How much does a GDPR representative cost?
It depends on whether you need EU, UK or dual coverage and the volume of requests you expect. We quote a fixed fee upfront, before you sign.
Is a GDPR representative the same as a DPO?
No. A representative is your contact point in the EU or UK under Article 27. A DPO, under Article 37, advises on and monitors your compliance. Some businesses need both, and we can provide both.
Do US companies need an EU representative?
Usually, yes, if they have no EU office and sell to or monitor people in the EU. Most US companies with EU and UK users need both an EU and a UK representative.
Can one provider act as both EU and UK representative?
Yes. KEWDATA can act as your EU representative and your UK representative under one mandate.
How quickly can you set up?
We are live as your representative from the day the written mandate is signed, and we give you the details to add to your privacy notice straight away.
What happens if we do not appoint one?
Regulators can fine businesses that fail to appoint a representative when one is required, up to €10 million or 2% of worldwide annual turnover under EU GDPR.
